CLTA representatives met last month with staff from the California Department of Insurance in order to continue discussions on the implementation of SB 133, which goes into effect on January 1, 2009.
While no finalized application or application process is yet in place, the CDI staff are currently finalizing the application process. The application process will be an automated system that requires each individual title marketing representative to file an application online directly with the CDI. The CDI expects the application fee to be $200.00.
While SB 133 did not specifically require it, the CDI is insisting that each title marketing representative will be fingerprinted and subject to a Department of Justice (DOJ) background check will occur to see if prior criminal activity has occurred. This is already the format the CDI uses in all of its similar licensing and certification programs.
At the request of the Board of Governors, CLTA is creating a draft training manual and brochure that will be shared soon with the CDI for feedback and clarification of potential ambiguities in the law. Once those materials have been reviewed and commented on by the CDI staff, we will share them directly with member companies looking for guidance on implementing the new law.
CLTA is working closely with the CDI licensing division and we will be sharing more specific information as soon as it becomes available.
