Existing fees already collected from businesses were used by the Secretary of State to pay for overtime and temporary help to reduce the filing backlog and invest in technology projects. The use of the fees to reduce the backlog was authorized by the 2010-11 budget. As of July 1, 2011, over 132,980 backlogged documents were processed. Processing times have dropped from over 80 business days to 50 business days. The Secretary of State is planning to implement the California Business Connect Project to replace the current paper-based process with on-line filing and record retrieval for businesses. Reducing the backlog has also generated over $3.5 million in filling and service fees from unprocessed checks.
