Greenhouse Gas Law Under Attack
California’s 2006 law to reduce greenhouse gas emissions to 1990 levels is being challenged by an initiative. The planned November initiative would block the law until California unemployment levels are below 5.5 percent. The jobless rate in March was 12.6 percent.
